Detailed Description

Validation: canonical workflow contract.

Builds a machine-readable contract artifact for the canonical Phase 2 noisy
workflow. This is intentionally a thin contract layer:
- it freezes one stable workflow ID and contract version,
- it defines explicit input and output contract sections,
- it records supported / optional / deferred / unsupported workflow boundaries,
- and it links those contract sections back to the delivered validation-evidence
  inventory without re-running the full validation stack.
